Abstract: Cuantificar, analizar y elaborar en las industrias de TIC y creativas en Surinam, llevar a cabo un análisis econométrico relevante, comparar contribución relativa agregado económico de las TIC y las industrias creativas con otros sectores de la industria en Surinam y con los principales países comerciales, proponer políticas, estrategia y las intervenciones institucionales para fomentar el crecimiento y desarrollo de los medios de comunicación transversal en Surinam y elaborar un plan de implementación para el desarrollo de los medios de comunicación transversal en Surinam.

The Ministry of Trade and Industry has received financing from the Inter-American Development Bank (IDB) toward the cost of the Business Climate and Innovation Program (SUBCIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the following:
- Cuantificar la contribución económica de las industrias TIC y creativas en Surinam mediante el análisis y la estimación de su valor añadido al PIB, participación en el empleo y el ingreso nacional generó a partir de comercio exterior;
- Analizar y elaborar en las industrias de TIC y creativas en Surinam, su estructura de mercado nacional, cadena de valor, patrones de oferta y demanda, mercado de trabajo, marco político, el apoyo del sector público y civil, incluido el papel de las organizaciones de gestión colectiva y otras organizaciones relacionadas con el derecho de autor, mecanismos de financiación, implicaciones del entorno digital, entre otros;
- Comparar contribución relativa agregado económico de las TIC y las industrias creativas con otros sectores de la industria en Surinam y con los principales socios comerciales (países) que han utilizado la media monitor cruz en la evaluación de la contribución económica de las TIC y las industrias creativas en su economía;
- Llevar a cabo el análisis econométrico pertinente sobre la productividad de los sectores;
- proponer la política, estrategia y las intervenciones institucionales para fomentar el crecimiento y desarrollo de los medios de comunicación transversal en Surinam;
- Redactar un plan de implementación para el desarrollo de los medios de comunicación transversal en Surinam;
- Preparar un informe sobre la productividad de las TIC y las industrias creativas en Surinam.
Se espera que la duración de la cesión a durar más de seis meses.
El clima de negocios y el Programa de Innovación a través del Ministerio de Comercio e Industria invita ahora las firmas consultoras elegibles (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Firms should provide specific information which demonstrates that they are fully qualified to perform/provide the services. The Expression of Interest (EOI), does not have a specific format or template, but should include (i) a letter of interest from the firm to participate in the assignment, (ii) profile of the firm (including evidence of the requisite expertise and skills), y (iii) list of similar assignments with relevant samples of work done within the last 5 years.
Short lists shall comprise six firms with a wide geographic spread, with no more than two firms from any one country.
Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9 y está abierta a todos los licitantes elegibles, según se define en las políticas.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Policies.
